Bylaws of Kansas Authors Club District 5 operating under the governance of the Kansas Authors Club
Article I: Name and Purpose
Section 1: The name of the organization shall be Kansas Authors Club (KAC) District 5 (D5).
Section 2: KAC D5 is an organization for creative, technical, academic, and journalistic writers.
Article II: Membership in D5 is granted by the KAC President or a proxy given that responsibility.
Article III: Meetings
Section 1: Monthly meetings will be in conjunction with KAC meetings unless otherwise approved by the D5 Executive Board. Currently these meetings are held the third Saturday of the month 1:30-3:30 with the first half of the meeting devoted to a KAC sponsored presenter or business. The second hour will generally be devoted to D5 business and/or writing related activities.
Section 2: The monthly meeting date or time may be changed with a vote by the D5 Executive Board.
Section 3: The D5 Executive Board will designate the site(s) for meetings. Rental fees will be approved by the D5 Executive Board.
Article IV: District 5 Executive Board Structure
Section 1: The elected officers of the Executive Board shall be President, Vice President, Treasurer, Secretary, Writers in Community Liaison, and Membership Liaison. Elected officers have voting rights at Executive Board meetings. All officers must be KAC members in good standing.
Section 2: The appointed officers of the D5 Executive Board shall be the D5 Technology Manager and the D5 Representative to the KAC Executive Board. All appointed officers must be KAC members in good standing.
Section 3: A term limit of no more than three consecutive years for elected officers will be observed for each elected position. Appointed officers serve at the discretion of D5 Executive Board.
Section 4: The election of officers via secret ballot will take place during the December meeting.

- D5 will provide educational activities and speakers at district meetings and work in cooperation with KAC sponsored educational opportunities.
- D5 welcomes participation and membership by people of all races, genders, religions, sexual orientations, ethnicities, nationalities, socioeconomic statuses, languages, (dis)abilities, ages, religious commitments, and political perspectives.

- Duties of the D5 President
- The D5 President presides at Executive Board meetings and all general membership meetings of D5.
- The D5 President is an ex-officio member of all boards and committees.
- The D5 President is responsible for coordinating with KAC leadership.
- The D5 President should have served a minimum of one year on the D5 Executive Board.
- Duties of the D5 Vice President
- The D5 Vice President presides at all meetings in the absence of the D5 President and in case of death or resignation of the D5 President he/she will automatically become D5 President.
- The D5 Vice President is the standing chair of the D5 Nominating Committee and makes recommendations to the D5 Board for appointments of non-elected offices.
- The D5 Vice President will report the D5 elected officials to the Secretary of the KAC Executive Board no later than December 31 of each year.
- The D5 Vice President is responsible to secure educational or other appropriate activities/speakers for the D5 specific part of the monthly meetings.
- Duties of the D5 Treasurer
- The D5 Treasurer will be co-signer of the D5 bank account held at a reputable bank. He/she will issue checks only when they have the approval of the D5 President.
- The D5 Treasurer will maintain accurate records of itemized receipts and disbursements and will provide a hard copy treasurer’s report to the secretary monthly.
- The D5 Treasurer will submit an annual document summarizing D5 finances for the fiscal year to the secretary to be kept with the club minutes. This record will be reviewed and verified annually by either the President or person appointed for that purpose by the D5 President.
- The D5 Treasurer will submit a year-end balance of the district checking account which the President will include in the D5 annual report to KAC.
- An audit may be requested by the D5 President or the KAC Executive Board as needed.
- Duties of the D5 Secretary
- The D5 Secretary will keep a book of records containing the minutes of all meetings of D5.
- The D5 Secretary will keep a record of D5 votes, decisions made by the club, and attendance. Minutes will be provided to the D5 President for dissemination to D5 membership.
- The D5 Secretary will keep D5 Treasurer Reports in the book of records with the meeting minutes.
- The D5 Secretary is co-signer on the D5 bank account.
- Duties of the D5 Writers in Community Liaison
- The D5 Writers in Community Liaison is responsible to encourage the development and promotion of authors in the community. These activities may include, but are not limited to, the following: encourage/provide instruction in writing to children/adults in classrooms, libraries, arts, programs, youth/senior organizations.
- The D5 Writers in Community Liaison will encourage publicity related to writing and book promotion activities of our members in their communities.
- Duties of the D5 Membership Liaison
- The D5 Membership Liaison welcomes new members to the D5. He/she provides links to the D5 technology sites and encouragement to join a small writing group.
- The D5 Membership Liaison encourages the formation and participation in D5 Small Writing Groups. D5 Small Writing Groups which have three or more KAC members may use the D5 website and/or social media to announce meetings or activities.
- The D5 Membership Liaison answers member questions and listens to member concerns.
Section 2: The appointed officers of the D5 Executive Board shall be the D5 Technology Manager and the D5 Representative to the KAC Executive Board. All appointed officers must be KAC members in good standing.
- Duties of the D5 Technology Manager
- The D5 Technology Manager will set up and handle technology at the monthly meetings and other activities sanctioned by D5.
- The D5 Technology Manager will maintain the D5 website and Facebook page.
- The D5 Technology Manager will post items promoting D5 members and activities as needed and/or at the request of the D5 President or Membership Liaison.
- Duties of the D5 Representative to the KAC Executive Board.
- The D5 Representative will attend KAC Executive Board meetings which are conducted at least three times annually. If unable to attend, he/she will notify the D5 President and a proxy will be appointed whose name is to be submitted to the KAC Executive Board Secretary prior to the meeting.
- A report of the KAC Executive Board meeting will be made to the D5 President and at the next D5 monthly meeting.
